I really don't think they are that similar, and I was a huge fan of jeff buckley and knew some of the guys he played with in NY in the late 90's. I think what Tillman is doing is pretty cool and original. The guitar melody from dream brother is similar to the vocal melody of hollywood cemetery but not that much more similar than a million rock tunes are to a million other tunes. Rock and the basic chord changes it uses come from a limited palette and many songs are legitimately influenced by other songs without being ripoffs....and, btw...Father John Misty is a lot more memorable than Bon Iver.
